DIRECTOR POSITION SUMMARY

The Library Director serves as the administrative head of the Library and is governed by the seven-member Library Board for the operation and management of the Library. Director prepares and submits recommendations on the facilities, finances, personnel, policies, and services to the Board and oversees personnel, administration, facility maintenance, procurement, finances, cataloging and technology.

HNPL, located at 209 W. Brinton Street in Cicero, Indiana, serves the residents of Jackson Township in north central Hamilton County. Our community contains 55 square miles, a population around 11,000, and serves the towns of Cicero, Arcadia and Atlanta and the unincorporated portions of the Township. As a bedroom community to Indianapolis and close proximity to larger metro areas, the library is situated in a predominately rural area anchored by Morse Reservoir. Cicero is a charming lakeside community with unique restaurants, boat marina, parks and an annual Independence Day festival. Public education is provided by Hamilton Heights School Corporation, offers Indiana Academy private religious school, and is the home of Beck’s Hybrids. As infrastructure continues to expand, the area anticipates significant housing growth.

The current 19,263 square foot facility with interior and exterior event space was dedicated in 1998 and expanded in 2020 to include additional meeting and Makerspace. Budgeted staff for fiscal year 2024 includes four Full Time and twelve Part Time employees.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Operations

• Recommends and provides advice and consultation on library policies and procedures to the Board and implements approved policies.

• Prepares monthly, quarterly and annual statistical reports.

• Plans and conducts regular staff and Board meetings.

• Participates as a team member with the library staff in performing any duty essential to the achievement of efficient and effective library operations.

• Grasps and implements State rules and regulations set out the by State Board of Accounts, Department of Local Government Finance (DLGF), and the State Library.

• Serves as a liaison to the Partners and Friends of the Library, elected Local, State and Federal officials and the Library’s legal counsel, press and community.

• Administers and communicates public information to increase awareness, development, and support of library programs, services and collections.

• Coordinates with outside vendors for information technology services and understands basic technology troubleshooting skills to successfully communicate needs to vendors.

• Directs and supervises the security, maintenance and upkeep of the building and grounds.

Personnel Supervision

• Responsible for overall direction, coordination and annual evaluation of the Library and its staff.

• Manages subordinate supervisors and direct reports and promotes a climate of patron-focused services through modeling, training, responsibility, recognition and reward.

• Administers and supervises personnel policies and staff training; appoints job applicants; rates staff performance for promotion, pay, discipline and discharge.

Planning

• Solicits data and information for long-range plans, technology plans, building projects and other development documents.

• Investigates, tests and evaluates technologies which enhance services for patrons and staff.

• Participates in professional conferences and workshops.

• Mentors and develops personnel for the advantage of the Library operations and makes recommendations and implements organizational chart improvements.

Finance

• Prepares and administers the budget, supported by the staff Bookkeeper, and supervises grant writing.

• Serves as Purchasing Agent.

• Assists the Bookkeeper and Board Treasurer in management of cash flow and maximization of appropriate investment opportunities.

QUALIFICATION

• For a Class B library in the State of Indiana, possession of Indiana Library Certification Level 2 is required, which includes a Master’s degree from an accredited college or university AND three years professional experience are required.

• Newly assigned employees are expected to be proficient at assigned tasks by the end of the first six months of service. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

• Certification required by the State of Indiana will be paid by the employee.

• A Valid Indiana Passenger Car Drivers License and personal transportation are required. Properly tracked mileage for assigned travel will be reimbursed at the federal standard mileage rate.

COMMUNICATION / INTERPERSONAL SKILLS

Demonstratable abilities, aptitudes and personality include: effective problem resolution skills; working well with others, leading and directing the work of others; good judgment; managing resources effectively and responsibly; readily adapting to change; team player, good verbal and written communication skills; and the ability to speak and read English.

A candidate who can implement grant writing skills and creative use of staffing to expand programming in Youth Services and the Makerspace is preferred. Recent practical cataloging experience is also sought to ensure standards are consistently met.

SCHEDULE / COMPENSATION

• Status is Full Time, Exempt working at least 40 hours per week, weekdays and weekends, daytime and evening hours. Director is occasionally called in when emergencies arise.

• Compensation is negotiable: pay range starts at $56,160 annually; includes generous paid time-off allowances, offers matching participation in retirement savings account. Health insurance is not included, but a contribution toward a Health Savings Account (HAS) is offered.
